Notes:

  1. High sulfur diesel must be dyed at the refinery (EPA regulations) to a visible pink color. According to IRS this fuel must contain Dye Solvent 164 at a concentration spectrally equivalent to 3.9 pounds per thousand barrels (PTB) (11.13 mg/liter) of solid dye Standard Solvent red 26 when sold to a consumer. Low sulfur and ultra low sulfur diesels are generally on road diesels and consequently not dyed. However, if they are sold as non-taxable diesel or heating fuel they must be dyed to 3.9 PTB equivalent.
  2. Plantation Pipeline specification is a haze rating of 2. Colonial Pipeline is 2.5. This haze rating is based on the water dropping out of the diesel at pipeline breakout tanks. The diesel shall be bright and clear at the terminal.
  3. Colonial pipeline and Plantation Pipelines also have a minimum 30º API gravity specification.
  4. A flash point of 125 ºF minimum is required for vehicle diesel. Some marine fuels and utility companies require a 140 F minimum flash point. Colonial and Plantation Pipelines require a 130 ºF minimum flash point.
  5. D4737 may be used in lieu of D613. However, D613 shall be run at intervals to assure compliance.

  7. D976 is a substitute allowed by the EPA in place of testing for aromatics. It is not a substitute for D613. For that, D4737 must be used.
  8. Colonial and Plantation Pipelines require a 690°F maximum end point.
  9. Low sulfur (S500) and ultra low sulfur (S15) are both legal on the road fuels through June 1, 2010. Colonial Pipeline and Plantation Pipeline specify a 0.0470% mass maximum to assure that the sulfur content at a terminal will not exceed the 0.0550 (550 PPM), the EPA enforcement limit.
  10. 0.0015% mass (15 PPM) is the nominal specification for sulfur. The actual sulfur requirements will be lower depending on where the fuel is in the distribution system. For entry into a common carrier pipeline it is 8.0 PPM maximum. In the terminal tanks it is 14.0 PPM maximum.
  11. Colonial and Plantation Pipelines require a 690 ºF maximum end point.
  12. This specification will meet both the heating oil and the #2 diesel fuel requirements. #2 diesel fuels that will not be used for heating fuel can have a maximum viscosity of 4.1 cSt. at 40 ºC.
  13. During winter, field blending with No. 1 grades may be necessary to reach the desired cloud point for certain areas. When a cloud point is less than 10 ºF, the minimum flash point can be 100 ºF, the minimum viscosity can be 1.7 cSt @ 40 ºC, and the minimum 90% recovery temperature is waived.
