In calculating waste reductions required by government regulations, facilities use a baseline year, which is normally within a few years of the regulation enactment, to serve as a point of comparison. The Refinery chose 1988 as the baseline year for toxic chemicals comparison in order to participate in the Environmental Protection Agency’s voluntary toxic emission reduction program (known as the 33/50 program).
