Texaco Press Release - Alan Halsey Named Chairman of Texaco Overseas (Nigeria) Petroleum Company

Will Serve As Managing Director of Texaco's Exploration and Production Companies in Nigeria

FOR IMMEDIATE RELEASE: FRIDAY, MAY 12, 2000.

WHITE PLAINS, N.Y., May 12 - Alan Halsey has been named Chairman of Texaco Overseas (Nigeria) Petroleum Company Unlimited (TOPCON) and Managing Director for Texaco's exploration and production activities in Nigeria, it was announced today by Texaco Senior Vice President John J. O'Connor.

Halsey will be responsible for Texaco's significant upstream operations in Nigeria including TOPCON, which operates the joint venture between Nigerian National Petroleum Company (NNPC), Chevron and Texaco, as well as a large exploration business in the Nigeria deepwater, and development of the billion-barrel Agbami discovery.

Halsey will succeed Simone Gregori, who has elected to retire. Most recently, Halsey held the position of President of Texas Petroleum Company, Colombia.

Commenting on the announcement, O'Connor said, "Throughout his Texaco career, Alan has demonstrated proven leadership qualities and an ability to forge the strong relationships that are vital for a successful global business. Texaco's increasing investment in high impact upstream initiatives is a cornerstone of our growth strategy and Alan's vision and management skills will be key attributes as we continue to build on Texaco's position in Nigeria."

Halsey graduated from Imperial College of Science & Technology of London University in 1971 with a bachelor of science degree in petroleum engineering. He joined Texaco Petroleum Company in Ecuador in 1981 as Senior Petroleum Engineer. In 1982, Halsey was appointed Assistant Chief Petroleum Engineer for Operations and, in 1983, was promoted to Chief Petroleum Engineer. He was named General Superintendent in 1988 and, the following year, was appointed Petroleum Engineering Manager for Texaco's Latin America/West Africa division in Coral Gables, Fla. and subsequently served as acting Director of Core Business for Upstream Operations.

In 1992, he was named Deputy General Manager with Texaco International Ltd. in Angola and in 1995 was named General Manager. Halsey was named to his most recent position in Colombia in 1998.

In his new position, Halsey will be based in Lagos, Nigeria.
