GLENN E. PHILLIPS APPOINTED MANAGER, HUMAN RESOURCES GLOBAL BUSINESSES

FOR IMMEDIATE RELEASE: THURSDAY, MAY 27, 1999.

HOUSTON, Texas, May 27 – Glenn E. Phillips has been appointed Manager, Human Resources for Texaco Global Businesses effective immediately, it was announced today by Dennis J. Crilly, Vice President of Human Resources, Texaco Global Businesses. Phillips, currently is Assistant to Management in the office of Texaco Inc. Vice President Janet L. Stoner.

In his new assignment, Phillips will lead the group responsible for providing Human Resources services to many of Texaco's global businesses, including Texaco Power & Gasification Co., Global Products and Texaco Natural Gas – North America. He will provide strategic and tactical direction to this team, optimizing group synergies and leveraging partnership opportunities throughout the Global Human Resources community.

Commenting on the appointment, Crilly said, "We are delighted to welcome Glenn to Global Businesses. His extensive experience and knowledge of Texaco's businesses will be of great value to our team."

Phillips joined Texaco in 1974 in Packaging & Shipping at the Port Arthur refinery. He was graduated from Lamar University with a bachelor of business administration degree in 1977. Phillips moved through several progressive assignments in purchasing and administration and, in 1984, was transferred into the Marine Department with responsibility for international payroll administration. While with the Marine Department, he held positions of increasing responsibility, including International Labor Relations Representative and Superintendent – Human Resources.

Phillips was transferred to Bakersfield, Calif., in 1993 as Human Resources Manager – Bakersfield Refinery. In 1997, he was named Senior Human Resources Advisor with Global Gas and Power in Houston. Phillips transferred to White Plains, N.Y. in 1998 for his current assignment.

Phillips will relocate from White Plains, N.Y. to Houston, TX.
